VANGUARD Project

VANGUARD ProjectBC CEAS managed this project, which involved a team of professionals from government, non profit organizations and universities.  Research was focused on issues of vulnerability and abuse on the continuum from incapacity to capacity.

This twenty-five page report was Prepared by Pearl McKenzie in February, 2005. It summarizes the research work conducted by BC CEAS, barriers and problems faced, and recommendations for training and collaboration between police and designated agency staff and for further protocol or guideline development.
